FBI agents Heller and Quillan continue to unravel the mystery that is Enemy, as their investigation slowly reveals an odd, common thread, shared by what seems to be unrelated incidents. It appears that Enemy has a passion for offing members of a super-secret execution squad formed during the Vietnam War. In Denver, Quillan fends off the local police, while nearby some good ol' boys on a race-hate killing spree have some unpaid debts that only the Enemy can collect on. With agent Quillan as the point woman in Colorado, Heller, and his broken arm, have stayed behind to do some digging. And then, all hell breaks loose.
