Miguel Santos uses his father’s equipment to turn himself into the Living Lightning. He tests his power, by terrorizing some citizens in Fullerton. The newly awakened Human Torch (it happens, or rather will happen, in the out-of-sequence Avengers Annual #5) hears the radio reports, and goes there to confront him. The Avengers West Coast hear the same radio reports, and fear it might be the Torch, gone mad. In Fullerton, though, they find the Human Torch having his backside handed to him, by the Living Lightning. They lend him a hand, and together the heroes send the Living Lightning packing.
